In order to ensure ease of governance in the planning, construction, operation and development of smart cities, it must refer to statutory regulations, national standards and guidelines set by agencies that have the relevant authority.
Some laws and regulations that can become the legal basis and reference for smart city implementation include:

- Law Number 25 of 2009 concerning Public Services
- Law Number 25 of 2004 concerning the National Development Planning System;
- Law Number 11 of 2020 concerning Job Creation
- Government Regulation Number 40 of 2006 concerning Procedures for Preparing National Development Plans;
- Government Regulation Number 18 of 2016 concerning Regional Apparatus.
